Have not used this app in ages. Seems the TabletProManager Editor Differs in view to the runtime version.
specifically the draw size of the buttons.
after long discovery. I have found the solution.
Settings : Settings : Layout Details > Button Margin PX (0)
This will cause the Layout Editor to show the inside button smaller, Howerver the button will be the size of the Bounding box with round edges.

No custom widths...

However if you use float mode and set up to adjust size with two fingers. You can drag it to the left side of the screen. Depending on your float mode settings % of when it hits it will jump-convert to full screen mode. With this technique you can somewhat make a side pad to the % of screen space you desire.

not entirely related to tablet pro but to perform system control operations I use touch me gestures to minimize, max, alttab available on windows app store.

radial menu is a great application. shame how the developer lost his data. seems development will never happen again on that.

other considerations are noisy interference from other electrical devices, power cables, tv, game controllers, lights, ms usb ethernet adapters, spoons.

interesting, must be some big changes to input on the later builds of windows 10. i'd advise against changing left and right hand.

but pressing and holding on the Tablet Pro button locks the movement of the cursor until the Tablet Pro button is released.
Yes this is normal input behavious, pressing and holding on the screen anywhere will result in the touch being the primary cursor and the pen input will not work.

If I press and hold the button and then tap with the pen on the screen at a point different to the original position when i pressed the Tablet Pro button then it will 'jump' to the rotation of the camera that would have happened if it had been moving with the cursor.
What if you tap the screen first to initiate the cursor as the pen. Then press a touch button with finger. that is how i perform it.

in chrome i get scrolling with middle mouse and pen, however it is a toggle function when active.

I am sure you have activated the same setting under artist pad mode.
However in saying that with SP3 having the multi pen touch  options ticked or unticked makes no difference to behavior for me anyway on WIN10 Build 14316.rs1, TabletPro v2.0.0.3
