Title: 3rd tap gets lost

I was trying to implement a feature that requires a tripple tap. It looks like Tablet Pro looses the third tap when "2nd tap and hold" is set to "Drag".

How to reproduce.

Open the page below in Google Chrome or Microsoft Edge:

Tap three times on the green area. With Tablet Pro disabled the text in the green area will display "mousedown 3".

When running Tablet Pro 2.0.0.4 on Windows 10 (Version 1511) in fullscreen mode with the following settings:

  Single tap: Click
  Long touch: R-Click
  Double tap: (greyed out)
  2nd tap and hold: Drag

the third tap will not be registered. You need to tap four times to get the counter to three. When "2nd tap and hold" is set to none the third tap is registered and the counter will work correctly again.

I can reproduce this.

It does not matter what mode you are in Fullscreen/Float. Seems to be the way Table Pro accepts the double tap and drag function to replicate the workings of a physical track pad for double tap and hold dragging.

I notice that when Tap and Drag is enabled. it take 3 taps to register as 2 and 4 taps to register as 3 etc etc.
