Touch + pen not working in Windows 10 Anniversary Update

I updated my Surface Book to the new Windows 10 Anniversary Update last night, with has the new Microsoft INK updates.  Today I am trying to use Photoshop and ZBrush with my TabletPro keypad.  The trouble is, the touch+pen operations don't do anything anymore.

For instance, in Photoshop, holding down ALT and clicking on a color will sample the canvas color and set the brush color to that.  Now that doesn't work with TabletPro, but it works fine with the real keyboard. 

Pressing the ALT button displays the little "alt" label near the pointer, just like with the physical keyboard, so it is recognizing the TabletPro keypress.  It seems the simultaneous touch+pen isn't working with the new INK updates.

This is occurring with every touch+pen operation I have tried.  I can't even navigate around in ZBrush anymore, it requires CTRL/right-click to zoom and ALT/right-click to pan.  That doesn't work with TablePro anymore.

I found the setting that fixes this.  It's counter-intuitive, but it works.

Under Settings, in the "Pen & Windows Ink" section, set the option "Ignore touch input when I'm using my pen" to ON.

Mine was off by default when I upgraded to the latest Windows.  It seems like it should be off, but... whatever.
